Well, hmm...let me think about your question. Hadn't the king been persecuting those with magical powers all along? Sorry, I left my copy of the book at work, so can't double check. But I seem to remember him thinking that he deserved to have magical powers more than "commoners" did. So, if that's the case, it's entirely possible that Babbity set him up, rather than just responding to the immediate threat.

Now I need to go find my copy of the book and re-read it.
